Abstract

Conventional participatory empowerment initiatives frequently succumb to procedural ritualism, failing to dismantle structural traps in vulnerable rural communities. Concurrently, standalone commercial microfinance programs often precipitate over-indebtedness due to the absence of foundational managerial literacy and genuine collective governance. This study formulates an emancipatory reconstruction of participatory empowerment by structurally integrating grassroots managerial education with an inclusive financial ecosystem. Adopting a qualitative comparative multiple-case study design, empirical evidence was gathered across three vulnerable rural enclaves in East Java through 20 in-depth interviews, participant observations, and financial registry audits. The findings reveal that pairing contextualized, vernacular financial literacy with community-managed revolving capital funds (Baitul Maal and Joint Business Groups) builds collective managerial efficacy and replaces punitive collateral with binding social capital. This integrated framework dismantles chronic debt bondage to predatory moneylenders, drives an average net income increase of 46%, and secures sustainable poverty graduation. The study offers a transformative policy blueprint for social welfare institutions seeking resilient grassroots development.
